No. It has a built-in threaded insert instead of the starnut. SCS-compatible.

idn if thats gunna work. the forks alu. and alu strips easy. and bolts with SCS are chromoly? so if u strip that bad boy your screwed.
Hahah. Dude. A SCS clamp is made out of aluminium aswell and it has 4 threaded inserts (holes) for the clamping bolts, which are grade 12.9 bolts. A Quebec fork has a threaded insert aswell and you can use the SCS's compression bolt to compress the headset.

I believe the only problem with aluminium threads before were them being on the outside of the forktube, and bending when the bars were clamped on.
the internal threads won't see much stress I'd imagine, seeing as there is hardly any pressure on it, so it seems it would work.
If the fork legs and tube are machined together, it would eliminate the problem that the frenchID forks had.
Overall i can't see any problems with this fork, hopefully it wont be too expensive though.
