It's just a design and it can easily be welded. That design is pretty simple though, as you can just use a screw (with it's head to touch the wheel instead of a plate), a proper spring, one or two nuts to block it in the middle and maybe one more nut for the top. I think Eric Magray did this, don't know how well did this solution perform but if I only had an appropriate spring laying around I would definitely try it.

i PERSONALLY feel that if you're going to make a front brake, make one like the back brake, only shorter (almost like a fender)...it would be somewhat original and not copying bikers' brakes.

i made one in like 20 min with a copper pipe a bolt and nut and a little rubber piece and just like screwed it all together but i glued the rubber piece to the pipe and it fell off while using it so i stopped using it i think im gonna fix it soon and try it out and that drawing up there doesnt look to bad

well i cant use photoshop right now

but you could put a butterfly valve (think carburetors)at the top of the vertical tube (inside) and have two holes in each end of the valve , at one hole have the rod screw in to it and the other hole have a brake cable end and run a bike lever

this design looks alot like a design someone else posted only the teeter toter looking thing would be inline with the rod not off to the side for use of a odyssey j-lever or other bike lever
