OP:
Go to a store like Acme or AC Moore, and get a bottle of RIT Dye.
Boil water. I like to use 1.5 Gallons of water and 2oz of dye for darker colors, and 1.5 Gallons of water with 1oz of dye for lighter colors.
Once you boil the water, put in a large container. I like to use empty cat litter buckets.
Measure and pour the dye in the water, and stir it up with something, like a scrap of a 2x4".
Put the wheel(s) in.
Wait 1-2 hours.
Take out the wheel, rinse it off with cold water, and dry if off. Then let it sit for a few hours, overnight if possible. The color will last longer that way.

just make shure not to put much dye into the mix otherwise it will turn out really dark because i remeber that one time i was dying a white wheel pink but i put in to much dye and it ended up being a really dark red colour.
