I could make some but I would need to get a welding machien but my dad sels metal and steel and other things

You mean the 'notch' the bars go in? For precision use a dremel tool w/ fiber reinf. cutting wheel or a die grinder with a 2" cutting wheel, for Americanness use an angle grinder :D

If you have access to a band saw, that would work also.

Angle grinders work wonders, but most people don't know how to use them right.
To play it safe, use a bench grinder.

Get a welder...

An ok TIG welder is just short of a thousand dollars usd. I think it would be cheaper to let a muffler shop or welding shop do it.

And time consuming and messy and dangerous but you gotta do what you gotta do I guess...
I personally use one of those hand held grinders, I think it's an angle grinder.
I wish I had a dremel.

If you dont have the money for a proper tube nothing machine (which I doubt since they are easily $3k+) Go get a 7/8 hole saw and put it on a drill press. Clamp the steer tube on the table in a vice in the right position and go for it.

Or even if you only got a couple hun to spend these www.jd2.com/tn100.htm work fairly well too. I Have used one in the past. Hole saw notchers are more time consuming than say an end mill style notcher and they leave more burrs but they still do a decent job. Better than a dremel. And youll be able to repeat cuts a wholeee lot easier than with a grinder. :)
