Okay I'll try to help you.
Get a bolt that fits as your back axle, fully threaded, and get a wrench socket that you would find in your garage or at a hardware store, but the bolt through, there should be a good amount of bolt sticking out. Then, put the socket over the remaining bolt, and put a nut on the bolt. Tighten, voila.

that as thick as you want your peg to be
then get a piece of metal pipe that is as wide as the washer
and as long as you want your peg to be
weld the washer to the peg
