That's funny, I went like a month ago and had no issue when the cops rolled up. And I was actually seen riding. I'm just smart and avoid tickets by wearing my helmet.

Not too uncommon. Most cops have an ego problem here. They abuse their powers a lot.
On top of the fact that over here, cops literally have a quota on how many tickets they must give out. If they aren't inforcing, the city/county will assume they aren't doing their jobs. They will give you a ticket for the smallest of things over here, and will even abuse their authority and ask to search your car because you look "suspicious." It's just a matter of if you know the law enough to tell the cop to fuck himself unless he has a warrant.
