You can't use bars with slits in them with this compression system, but it won't matter considering that you'll have to cut your bars down about 2 inches to run them at correct height.
No, I'm pretty sure you can't. That'd be like sliding your bars up higher on your fork and clamping them and saying your raising your bar height.
