If you have a cheap headset that is the way to go but if you have anything expensive on your scooter take it to your local bike shop and have them pull it out... especially if you have aluminum cups. The screw driver will mess up the back of the cup and gouge the inside of the head tube...

I'm pretty sure they were just lightly sandblasted to give them that frosted look... not powder coated or heat treated. Even if they were at one time I don't think they do any of that any more though because the costs ad up when they could just be selling the cheap crap they do now.

The frost was from sand blasting, not heat treating. P.S. - Just because you light a tube on fire doesn't make it stronger... if anything you will weaken it. Professional heat treating is done in like a giant oven where the parts are brought up to temperature gradually and then back down so...
