Okay, so, um, with HIC, what if you did the whole thing with the top cap and starnut and everything, but then just used normal bars and a normal clamp instead of having to get a shim and oversized bars?

no, i mean, do you have to use the shim? like what if you didn't use the shim and just used normal bars?

then... you wouldent have compression...the shim pushes down on the headset so it stays down, so no

use the cap that came with your headset. if you don't have that, you can use a washer but I'm thinkin the Proto ICS cap would probably work

no, use Loctite. using normal glue would just create a shitload of problems for you.

what to do?

Im buying the Razor Ultra Pro and want to cut down the height of the stock handlebars and upgrade the headset. Which is the easiest way to do this and what is the current compression set up on the stock ultra? If im upgrading the headset to a sealed threadless set, do i need a better clamp?

On the ultra there no compression its threaded you can still run the ultra pro forks with a sealed headset I wouldn't worry about going threadless. As it is very exspensive and if you just get a threadless headset no you won't need a new clamp. If you wanted new forks just get threaded forks as it will save you a lot of money compared to threadless because than you need to get a special scs clamp or hic bars which are quite exspensive.
