I have the same problem with my district headset. It got better as it wore in, but it still is not as good as other headsets I have had. If my HIC comes loose, then it spins perfect, but then I risk a loose compression. The best advice I can give is try to let it break in for a while.

Wheelchairs do use scooter sized wheels. I think it would work, but I wouldn't want my wheels and bearings in the snow. I would put some kind of rod or spacer between the forks and back instead of a wheel.
